　　【Abstracts】 By summarizing the concept, the service functions and the usage conditions of the personal digital libraries, this paper summarizes the technical factors and the non-technical factors that affect the universal access to personal digital libraries. Finally it provides some theoretical references for the construction and development of personal digital libraries.
