【摘 要】 论文从湖南省高校数字图书馆的发展成就与现实问题出发，指出省域高校数字图书馆的发展需要具备一套完善的发展机制。除了需要政府的支持、核心权威的组织保证以及合理的经费分担机制之外，省域高校数字化图书馆还需加强融资理财、技术规范、激励约束、人才培训等方面的机制建设。

【Abstracts】 Base on the developing achievement and current dilemma of the Hunan University digital library, this paper points out that provincial university digital library federation needs a perfect development mechanism for its development. Besides support of government, core authoritative organization guarantee and equitable share responsibility for funds,provincial university digital library federation also need to strengthen the mechanism construction of financing and finacial management, technical specifications, incentive and restriction, personnel training and so on.
