改革开放初期有偿服务思想的起源、论争及评价

  摘 要  论文将有偿服务思想的实践和研究划分为起源和初步探讨期(1980-1984),升温时期(1985-1987)和全方位发展期(1988-1991),并阐述各时期的发展情况,认为有偿服务思想违背了图书馆实现平等服务的理念,背离了图书馆作为公益性的机构,为用户提供免费服务的初衷。

The Origin, Controversy and Evaluation of Chinese Library’s Paid Service in the Initial Stage of Reform and Opening-up

  Abstract  This paper divides the practice and research on the thought of paid service into three periods, the original and basic discussion period from 1980 to 1984, the warm debate period from 1985 to 1987, the fully development period from 1988 to 1991, and discusses the development of each periods. It states that the idea of paid service is contrary to the idea of equal service of library, which deviates from the original intention of the library as a public welfare organization and provides free service for the users.
