中美两国图书馆员高级职称评审机制对比研究

  摘  论文通过对比我国和美国图书馆员高级职称评审的条件和程序,指出我国职称评审存在着标准不统一、重科研学历轻能力工作、过程不透明、终身制以及名额限制等问题,而美国则在评审条件和程序层面都做出了严格规定,国内应借鉴美国经验,科学量化评审条件,减少人为因素,加强年度考核,取消指标限制和废除终身制,建立多元化职称体系来达到促进职称评审激励人才的最初目的。

  Comparative Study of Chinese and American Senior Professional Title Evaluation in the Library Sector

  Abstract Comparing the conditions and procedures of senior professional title evaluation for librarians in China and America, this paper points out that China's title evaluation fills with the defects like having no an unified standard, paying more attention to the academic research and record of formal schooling and less attention to the works and personal ability, blurry process, tenure systems and quota restrictions, while America makes the strict provisions on the conditions and procedures. Learning from the American experience, China should scientifically quantify the evaluation conditions, reduce man-made factors, strengthen the annual examination, cancel the quota limit, abolish the tenure system and establish a diversified title appraisal system to accelerate the originally goal of title appraisal that motivates all the talents.
