Empirical Study on the Public Library Corporate Governance Structure Based on the Practice of the Shenzhen Library and the Guangzhou Library
Abstract This papers analyzes and studies the corporate governance reforms in Shenzhen Library and Guangzhou Library such as the implementation of the pilot unit in detail, believes that the establishment and perfection of the corporate governance structure in public libraries should be bold innovation, the government level should take out the substantial measures of power loosening. Combining with the current social reality and the requirement of deepening reform, it puts forward the views and suggestions for the public library to establish the corporate governance, which refer to the separation of management and operation, the government decentralization, the council staff composition, the incentive mechanism, the financing function of the council, the party organization function, de-administration and a series of practical problems, hoping to provide a reference for promoting the public library’s corporate governance structure in the future.
