论学者在机构库建设中的作用与管理

　　【摘 要】 目前机构库建设的两大核心问题是学者支持度不够与知识产权问题，但两个问题的归结点只有一个，那就是学者。论文从理论上分析了学者与机构库建设的关系，分析了目前机构库建设得不到学者支持的原因，最后对如何调动学者配合机构库的建设提出了解决方案。

　　【Abstracts】 Presently, two core problems of constructing Institutional Repository are lacking of scholars' support and intellectual prop-erty issues.But the two problems is only one issue, that is scholars.This paper analyzes the relationship between scholars and Institutional Repos-itory construction, the reason of lacking of scholars' support. Finally, it proposes the solutions to mobilize scholars to cooperate with the building of Institutional Repository.
