　　摘 要  文化畅通工程要从三方面着手实施：一要以省级文化单位为龙头，提升公共文化数字化水平，实现文化服务进村入户；二要整合基层文化资源，推进多功能基层综合文化服务中心建设；三要积极推行总分馆制，通过机制创新，使优质文化资源辐射基层，实现资源共享。

　　Abstract  The Engineering of Cultural Smooth Traffic should be implement from three aspects: firstly, taking the provincial cultural institutions as a leader to promote the digital level of public culture and provide cultural services in villages and households; secondly integrating grassroots cultural resources, and promote the construction of multi-functional comprehensive cultural grassroots service center; thirdly, actively implementing the mainbranch library system, providing cultural resources with good quality to the grassroots and realizing the sharing of resources through the mechanism of innovation.
