　　摘 要 制定江苏“十三五”文化发展规划要从三方面入手：一是研判形势，明确定位，提出可行性目标。二是区别层次，分类制定，要与国家、省及地方基层规划有效衔接。三是创新发展，补齐短板，问题导向，研究破解发展瓶颈的对策，切实做到规划与实践相结合。

Set the “13th Five-Year” Jiangsu Cultural Development Planning

　　Abstract The development planning of Jiangsu“13th Five-Year” cultural development should be set from three aspects. Firstly, study the situation and understand the position, put forward the feasible target. Secondly, connect with national, provincial and local planning effectively. Thirdly, research the countermeasures of the development bottleneck, and combine the planning with practice effectively.
